<\/p>\nJAKARTA \u2013 Energy and Mineral Resources (ESDM) Minister Bahlil Lahadalia announced that President Prabowo Subianto had approved the implementation of a mandatory program of 10% ethanol blending (E10) in gasoline fuel. The government\u2019s policy is aimed at cutting carbon emissions while simultaneously reducing Indonesia’s dependence on energy imports.<\/p>\n

“We are building on the success of the biodiesel program. The President’s directive is clear: we need to develop an ethanol industry,” Bahlil said in Jakarta on Thursday (09\/10\/2025).<\/p>\n
Minister Bahlil was referring to the success of ongoing implementation of mandatory program of B40, which is an upgrading of the previous biodiesel programs from B10 in 2016, B20 in 2018 until B30 in 2020. The government has also planned to upgrade the current B40 to mandatory program of B50 in the second semester next year.<\/p>\n
He noted that the government is now designing a road map for the implementation of the ethanol blending policy. \u201cThe implementation of the ethanol policy will not begin until next year because the government needs to first prepare the infrastructure and the supporting industries. We must prepare an ethanol blending plant. The raw materials will come from sugar cane and cassava,” he said.<\/p>\n
It is estimated that to meet the demand for a 10% ethanol blending, Indonesia will require 2.3 to 2.6 million tons of ethanol per year. Therefore, the government has planned to build two ethanol plants, one based on cassava and the other one based on sugar cane.<\/p>\n
“The cassava-based factory will be built in Bojonegoro, East Java, while the sugarcane-based factory will most likely be in Merauke,” he said.<\/p>\n

Not new policy<\/strong><\/p>\n Minister Bahlil dismissed the notion that ethanol is not good for blending material as there have been many countries applying the ethanol as a \u00a0blending material. \u201cThe ethanol policy is not new as a number of countries have implemented the blending of ethanol with gasoline fuel. Those countries include Brazil, the USA, India, Thailand, and Argentine,\u201d he said.<\/p>\n In Brazil, they have implemented the blending of gasoline with ethanol up to 27%. Even in several states of the country the blending has reached up to 100% or E100.<\/p>\n In the USA, the blending of ethanol with gasoline reached 10% or E10, while in several states the blending has even reached 85% or E85. \u201cIn India, the blending of ethanol has reached 20% or E20, in Thailand also E20, while in Argentine E12,\u201d he said.<\/p>\n “So, it\u2019s not true that ethanol is not good as a blending material. Other countries have used it as a blending material and they have proven it\u2019s good,” he said.<\/p>\n Energy expert from Bandung Institute of Technology (ITB), Tri Yuswidjajanto said ethanol has a very high level of RON (Research Octane Number), ranging from 110 to 120. \u201cBy adding around 3.5% ethanol to gasoline, the octane level will increase around 3.85 to 4.2 points. But the energy content of ethanol is lower than pure gasoline. So, adding more ethanol can decrease its energy content,\u201d he said.<\/p>\n But he said that the ethanol can reduce CO2 emissions up to 3.5%, as it is derived from vegetable ingredients, which are carbon neutral.<\/p>\n The ethanol also has oxygen, which can increase Air Fuel Ratio (AFR) that is potential to cause the engine to heat up,\u201d he said.
