According to her, integrating livestock into oil palm plantations could be a solution to increase beef production without resorting to new land expansion.

“Instead of expanding grazing land, which risks causing deforestation, we can utilize existing oil palm plantation areas for cattle grazing. This is a land-sharing concept,” she said.

However, behind this optimism, Slingerland emphasized the dilemma of system design. “Do we want to maximize palm oil production, cattle production, or find a balance between the two? This remains a big question,” he said.

In practice, SISKA does not exist in a single form. Slingerland categorizes these systems into three main models: intensive, semi-intensive, and extensive.

In the intensive system, cattle are kept in pens with feed derived from oil palm wastes such as fronds, weeds, or supplementary forage crops. The livestock manure can then be returned to the plantation as organic fertilizer.

In the semi-intensive system, cattle are grazed during the day and penned at night. The extensive system allows cattle to graze 24/7 on the plantations.

According to Slingerland, these three models offer different approaches to managing the relationship between crops and livestock. “This is not simply integration, but a mixed system involving an active exchange between crop and livestock products,” he said.

Tackle environmental problems

Prof. Maja Slingerland noted that livestock waste management is a key factor in reducing environmental impacts, particularly greenhouse gas emissions.

She stated that storing livestock manure in a closed container can help prevent the release of harmful gases into the atmosphere, although it does incur additional costs. She cited the example of a practice in the Netherlands that utilizes cattle waste to produce biogas to reduce methane emissions, which have a high global warming potential.

“Methane is a greenhouse gas with a much greater global warming impact, so its management requires careful consideration,” she said.

Furthermore, Prof. Slingerland also highlighted the issue of plant diseases, particularly Ganoderma, which is often linked to livestock activity on plantations. But she said that this allegation is baseless.

According to her, the Ganoderma fungi can produce up to 40,000 spores per minute per square centimeter, or the equivalent of billions of spores per day. With such a large number, the presence of livestock or human activity on plantations does not significantly impact the spread of the disease.

“With such a large number of spores in the environment, it is unreasonable to blame livestock as the primary cause of disease spread,” she said.

However, she emphasized the importance of further studies regarding the potential for root damage or pathogen entry points that may be influenced by field activities.

In the context of plantation operations, cattle-oil palm integration is also said to offer several benefits, such as reduced herbicide use, labor efficiency, and a positive contribution to regenerative agriculture practices.

However, Prof. Slingerland cautioned industry players against overstating the benefits of this integration. He emphasized that the presence of livestock cannot automatically replace the need for fertilization in oil palm plantations.

“Fertilization must still be carried out unless organic fertilizer is available in sufficient quantity and quality to truly replace the plant’s nutritional needs,” he said.

He also added that so far no significant negative impacts of livestock on oil palm growth or productivity have been found, so these concerns are considered unfounded.

With the various benefits offered, cattle and oil palm integration is considered a viable approach for development, as long as it is carried out with proper planning and does not raise excessive expectations among industry players.

Strengthen national economy

On the same occasion, Minister of National Development Planning/ Bappenas Chairman Rachmat Pambudy, also emphasized that the integration of cattle and oil palm is considered the most relevant model for Indonesia.

Amidst uncertain global dynamics, Rachmat believes strengthening the food sector is increasingly urgent. He believes that oil palm-cattle integration is a strategic solution that not only addresses current needs but also strengthens the foundation for Indonesia’s long-term food security.

“If we manage it seriously, this could be a game-changer for the national food sector,” he said.

Rachmat explained that the main challenges in developing cattle farming have been high feed costs and limited land. But, Indonesia has tens of millions of hectares of oil palm plantations that have not been optimally utilized to support livestock farming.

“This is where our strength lies. Palm oil waste can be used as feed, while the land can be used for grazing. This creates significant efficiency,” he said.

He believes that this integration model cannot only rapidly increase cattle population but also improve the production cost structure, which has historically been a barrier for livestock farmers. With lower costs, the competitiveness of domestic meat products is expected to increase.

Rachmat emphasized that the integrated approach is also in line with the sustainable development agenda. This system enables a more environmentally friendly economic cycle, where waste from one sector becomes input for another.

“This isn’t just about production, but also about how we build a sustainable and resilient food system,” he said.
