Besides decreasing the burden of compliance in international trade, the policy is expected to encourage the utilization of palm oil waste as raw material for higher-value products such as organic fertilizer, biochar, and animal feed.

The EU recently announced further adjustments to the EUDR implementation by excluding certain products from the regulation’s scope. In addition to leather products, palm oil waste is no longer required to undergo the due diligence processes mandated for palm oil and other commodities still covered by the regulation.

For the palm oil industry, this decision is viewed as positive news, as it creates more flexible trade opportunities for various by-products derived from palm oil processing.

A spokesperson for the Roundtable on Sustainable Palm Oil (RSPO) explained that, while palm oil waste has traditionally been used primarily as a feedstock for biofuels in Europe, its actual potential is far broader—particularly in supporting sustainable agricultural practices.

Palm oil production generates large quantities of various types of biomass, ranging from empty fruit bunches (EFB), trunks, fronds and Palm Oil Mill Effluent (POME).

In fact, the volume of some of these waste types exceeds that of the palm oil production itself. Data from Imperial College London indicates that for every ton of palm oil produced, approximately 1.1 tons of empty fruit bunches are generated.

If not managed properly, this waste has the potential to cause environmental issues. Burning empty fruit bunches can lead to air pollution, while improper disposal risks generating methane emissions that contribute to climate change.

Conversely, the optimal utilization of palm oil waste can serve as a key component of circular economy and regenerative agriculture practices.

According to the RSPO, after palm oil extraction, empty fruit bunches can be processed into biochar—a carbon-rich material used as a soil amendment to enhance land quality, improve water retention, and boost crop productivity.

Additionally, both Palm Oil Mill Effluent (POME) and empty fruit bunches can be processed into organic fertilizer. A study published in the journal Frontiers notes that empty fruit bunches contain essential nutrients—such as nitrogen, phosphorus, potassium, and magnesium—that benefit soil fertility.

Both types of waste can also be utilized in composting processes to improve soil structure and increase nutrient availability for crops. Even oil palm trunks resulting from plantation replanting have the potential to be processed into compost.

Meanwhile, oil palm fronds offer added value as livestock feed, containing approximately 70 percent fiber and 22 percent soluble carbohydrates. They have the potential to support the development of integrated crop-livestock farming systems.

“Repurposing waste products not only benefits the environment and aids in climate change mitigation but also helps reduce production costs and creates additional revenue streams for both companies and independent smallholders,” an RSPO spokesperson told FoodNavigator, as reported by InfoSAWIT as saying on Friday (31/07/2026).

Being excluded from the scope of the EUDR, the palm wastes are no longer subject to the complex due diligence processes required for palm oil. This development is expected to facilitate the trade of palm biomass to the European Union market while simultaneously opening up new investment opportunities in the downstream palm waste sector.

For global agribusinesses and food industry players, this policy presents a timely opportunity to expand the use of palm waste as a raw material for various value-added products. Meanwhile, for producing countries like Indonesia, this exemption offers a chance to accelerate the development of a circular economy-based industry and enhance the value derived from parts of the oil palm plant that have previously been underutilized.
