JAKARTA \u2014 PT Pertamina Patra Niaga is accelerating the development of Sustainable Aviation Fuel (SAF) or bio-aviation fuel to ensure readiness for the implementation of a mandate starting in 2027. This initiative involves strengthening production and feedstock supplies, as well as fostering industry collaborations.<\/p>\n

Joko Pranoto, Director of Planning and Business Growth at PT Pertamina Patra Niaga, stated that the company began developing SAF five years ago. This move was taken even though neither the market nor the regulatory framework was fully established at the time.<\/p>\n

He explained that despite significant commercial challenges, the company chose to start early rather than waiting for the market and regulations to be fully ready before taking action.<\/p>\n

“We have conducted trials with Garuda Indonesia and Pelita Air, and this year we even signed an SAF sales contract with an international airline to support flights from Soekarno-Hatta Airport and Bali,” said Joko, as cited in an official statement recently.<\/p>\n

According to him, SAF development relies not only on production facility readiness but also requires an integrated ecosystem encompassing feedstock availability, financing, end-users (offtakers), and regulatory support.<\/p>\n

According to him, Pertamina Patra Niaga has prepared several measures to gear up for the implementation of the 1% SAF usage mandate, which is targeted to take effect in 2027.<\/p>\n

Regarding production, he noted that the facility in Cilacap is ready. The company has been also conducting co-processing trials in Dumai, Riau province, and Balongan in Indramayu regency of West Java province, this year.<\/p>\n

Simultaneously, the company is building its feedstock supply through partnerships and developing internal collection systems to ensure a more secure supply.<\/p>\n

“We hope that when the 1% SAF usage mandate is implemented next year, Pertamina will be ready to meet market demand,” he said.<\/p>\n

In addition to strengthening production readiness, Pertamina is expanding its collaboration with global industry players. PT Pertamina and PT Pertamina Patra Niaga have signed a memorandum of understanding (MoU) with PT Boeing Indonesia to accelerate the development of the Sustainable Aviation Fuel (SAF) ecosystem in Indonesia.<\/p>\n

The partnership encompasses SAF-related education, feedstock potential mapping, capacity building, market analysis, and policy advocacy to support SAF implementation in Indonesia.<\/p>\n

Joko views this collaboration as a crucial step toward accelerating the adoption of SAF within the national aviation sector.<\/p>\n

“We hope this MoU signing will accelerate SAF implementation in Indonesia. The global community is recognizing Pertamina’s SAF production capabilities, and our products are already widely used in Boeing aircraft and others. This collaboration is expected to further accelerate the SAF ecosystem in Indonesia,” he said.<\/p>\n

Strengthen UCO-collection system<\/strong><\/h2>\n

Hermawan Budiantoro, Executive General Manager of PT Pertamina Patra Niaga (Cilacap Refinery), stated that to strengthen the ecosystem of bio-aviation fuel (bioavtur) production, the company has innovated by processing used cooking oil (UCO) into eco-friendly aviation fuel, known as Sustainable Aviation Fuel (SAF) or bioavtur.<\/p>\n

“One of the sources for this waste cooking oil feedstock will be the Nutrition Fulfillment Service Units (SPPG) the kitchens for the national program of Free Nutritious Meal (MBG). Collecting UCO from SPPGs is part of a business-to-business (B2B) scheme,” said Hermawan Budiantoro during a media gathering in Cilacap Regency, Central Java, on Thursday (September 10, 2026).<\/p>\n

In addition to SPPGs, UCO supplies will also be sourced from Merah Putih Village Cooperatives (KDMP) and the hotel, restaurant, and caf\u00e9 (Horeca) sector. “It follows a business-to-business scheme, so the supply comes from SPPGs, the Horeca sector, and KDMPs,” Hermawan noted.<\/p>\n

UCO procurement via this B2B channel is executed through procurement agreements and the provision of UCO collection boxes.<\/p>\n

B2B collection is considered capable of yielding larger volumes of UCO compared to relying solely on household-scale collection.<\/p>\n

However, the company continues to operate a business-to-customer (B2C) scheme by collecting used cooking oil directly from the general public, communities, and internal employees.<\/p>\n

“There are collection dispensers both at the refinery and at the Marketing Operation Region (MOR) offices which we will utilize later,” Hermawan said.<\/p>\n

Pertamina\u2019s development of eco-friendly bio-aviation fuel has undergone a long series of processes since late 2020.<\/p>\n

Pertamina utilizes Refined, Bleached, and Deodorized Palm Kernel Oil (RBDPKO) as its feedstock.<\/p>\n

In December 2020, an initial co-processing trial was conducted at the Cilacap Refinery involving the injection of 2% RBDPKO, which was then upgraded to 2.4% in February 2021.<\/p>\n

The resulting blend was successfully tested during a CN-235 flight on the Jakarta-Bandung route in October 2021.<\/p>\n

By mid-2023, Pertamina began producing SAF for commercial flight trials.<\/p>\n

A major milestone was reached in September 2023, when this bio-aviation fuel successfully powered a Garuda Indonesia Boeing 737-800NG fleet on the Jakarta-Solo route.<\/p>\n

Throughout the second half of 2023, the company also secured Awareness System certification.<\/p>\n

In 2024, the use of Used Cooking Oil (UCO) was implemented.<\/p>\n

Throughout 2024, Pertamina conducted intensive field trials and obtained ISCC CORSIA certification, as well as certification for the Treated Distillate Hydrotreating (TDHT) production unit at the Cilacap Refinery.<\/p>\n

Following the completion of all certification stages, Pertamina launched its SAF ecosystem in 2025. Initial U-SAF production at the RU IV Cilacap Refinery took place between July and August 2025. (*)<\/p>\n
